BeST submits feedback to REACH Revision

In line with the objectives of the EU’s Chemicals Strategy for Sustainability (CSS), the European Commission has published a stakeholder consultation on the review of the Regulation (EC) No 1907/2006 (REACH). BeST has prepared a position paper reaffirming the crucial value of coherence and balance of EU legislation, and the need to prefer a risk-based approach over a hazard-based approach.


BeST has also highlighted the following points:

  • The safe use concept must be incorporated in the REACH review. A substance proven to be safe should not be object of regulatory targeting, such as the GRA or the Essential Use Concept.

  • A hazard-based approach would result in a reduction of the technological toolkit available to European manufacturers.

  • The inclusion of new obligations for lower tonnage substances will entail disproportionate burdens on highly specialised SMEs, with unintended consequences.

  • Industry engagement in industry data management should be improved by authorities.
