ELV: BeST submits comments to ELV Directive Roadmap

At the beginning of October, the European Commission published an evaluation roadmap on Directive 2000/53/EC on end-of-life vehicles (ELV Directive) with the aim of updating its content and eliminating overlaps with other EU legislation dealing with waste and chemicals.

The European Commission has a legal obligation to review the ELV Directive by 31 December 2020 and this evaluation will include a public consultation planned for Q1 2019, targeted interviews with Member States’ Authorities and key stakeholders and a stakeholder conference in Q2 2019.

Following the above evaluation, the European Commission will submit a report to the European Parliament and to the Council accompanied, if appropriate, by a legislative proposal.

BeST has submitted a position statement to the evaluation roadmap highlighting, among other elements,  the issue of overregulation deriving from incoherent European legislation, the legal uncertainty deriving from the lack of coordination and synergy among EU legislation and the importance of adopting a risk-based approach when assessing the need to restrict the use of hazardous substances in vehicles.
